When using PVC between the meter base and the disconnect, is a bond required to be added. If metal conduit is used what prevents parallel current flow?

No bond is required when using a meterbase with a non-insulated neutral block and we need not worry about parallel paths when using steel conduit. This is why: Rule 10-204 (1) (d) Alternating-current circuits which are to be grounded shall have no connection between the grounded circuit conductor on the "load" side of the service disconnecting means and the grounding electrode. App. B 10-204(1) The supply side of the disconnecting means is deemed to include all of the interior of the service box.

My post above applies when the meterbase is ahead of the service box.
